About turning photos into a PDF
Applications, universities and government portals routinely ask for documents "as a single PDF": a set of phone photos of certificates, ID cards or forms has to become one tidy file before it can be attached to an email or uploaded to a portal. A PDF also keeps every page at a fixed size, so the person receiving it sees exactly the layout you made — on A4 or Letter paper, with sensible margins — instead of a pile of loose image files in whatever order the mail app chooses.
This converter builds the PDF entirely in your browser with the open-source pdf-lib library — the same library our Loona PDF Tools use. Each photo is placed on its own page, scaled proportionally to fit inside the page margins, so nothing is stretched or cropped. JPEG and PNG photos are embedded directly at their original quality; other formats such as WebP are first converted to JPEG on a canvas, in your browser, at high quality.
How it works
For every photo the tool computes the largest rectangle with the photo's aspect ratio that fits inside the page minus its margins, centres it on the page, and embeds the image there. With "Auto" orientation, a wide landscape photo automatically gets a landscape page and a tall portrait photo gets a portrait page. With "Fit to image", each page is made exactly the photo's shape instead.
Worked example
A landscape photo of 3000 × 2000 px on an A4 portrait page (595 × 842 pt) with normal 36 pt margins leaves 523 × 770 pt of usable space. The photo is scaled by min(523/3000, 770/2000) ≈ 0.174, giving a placed size of about 523 × 349 pt, centred on the page — full width, with even white space above and below, and no distortion.

Is this photo to PDF converter free?
Yes — completely free, with no signup, no watermark and no limit on the number of photos or PDFs.
How many photos can I put in one PDF?
As many as your device's memory comfortably holds — each photo becomes one page, in the order shown in the list. For very large sets (dozens of full-size phone photos), the resulting PDF will be large too, because photos are embedded at original quality.
Will my photos lose quality in the PDF?
JPEG and PNG photos are embedded byte-for-byte at their original quality. WebP and other formats are converted to high-quality JPEG first, which is visually identical for photographs.
Can I change the page order?
The page order follows the order in the list, which is the order you selected the photos. Remove and re-add a photo to move it to the end, or select the files in the order you want the first time.
Is my photo uploaded anywhere?
No. The PDF is built 100% in your browser by pdf-lib; your photos never leave your device.
What if the Create PDF button does nothing?
The tool needs the pdf-lib library, which loads from a public CDN — check your internet connection and reload the page. If the library cannot load, the tool shows a clear error message instead of failing silently.
